Database Locking Exclusively by user

I have a back-end Access database that contains the tables for several different databases that share certain table data such as tbl_SKUList & tbl_StaffList etc...
So if I want to edit a table that is part of a database that is currently in use then obviously I get the standard "You can't edit this table" message - perfectly understandable... but I used to be able to edit other tables, for databases not directly in use - and even create form templates and queries- even while the tables are in use...
for some reason now though I cannot do this... the database seems to be opening in Exclusive mode for someone else...
the locking seems now to be encompassing the tables, forms, querys, the whole thing... nothing can be edited without having to dump all the users out...
I have gone through all the DBs that attatch to this back end to ensure they are all set up in the client options as below:
DEFAULT OPEN MODE = SHARED
DEFAULT RECORD LOCKING = NO LOCKS
OPEN DATABASES BY USING RECORD LEVEL LOCKING (-1) ticked
I have not done a decompile yet though thats tonight's option - not even sure if that will do anything as there is no code in this part of the database.
I think if the user holds SHIFT down when they open their local database, then I think that might cause it to open exclusively but I can't be sure...
I have recently been playing with opening connections to the databases and am suspicious that one of my DB's may be opening something and not closing the instance properly - can this cause what I am seeing here?
I have tried using Task Manager to check for stray open instances but nothing obvious...
any thoughts?
