Cant find user added by default in identity server application

I am trying to learn how to use identity server with an Angular 6 app. To do this I have completed a couple of tutorials on Identity Server and now have downloaded a Github project emonney/QuickApp. I have been able to understand how the Angular side of the application. But when I look at the server side code I'm getting really confused.



My question is regarding how the default users are being added.



In Program.cs databaseInitializer.SeedAsync() is called. This checks to see if _context.Users has any elements before creating a DB. It always has an "Inbuilt Administrator" and an "Inbuilt Standard User" but I can't see anywhere in the app where these have been instantiated.



Is this a lack of knowledge on my part of how Identity server works or is the package doing something odd?
