ASP.Net CORE Project On VS 2017 Doesn't Attach to IIS/IIS Express After The Latest Windows 10 Update

The project works by itself on IIS but when I try to attach a debugger to it on visual studio it doesn't attach. It gets stuck.
It used to work before the latest windows update so I'm thinking it has something to do with that.
Project runs on .NET Core 2.1
.net visual-studio iis asp.net-core .net-core
