Dashed Top Border to Chart.js Or custom axes?

i have been breaking my head long for this.
Is it possible to Style chart.js the way it looks like this?
I managed to get the stacked datasets and all axes gone, a bottom border is also present. But i could not manage to get the dashed border with the label on it. Anyone know how to do this?
