How to avoid encoding errors for REST API in c# System.Web.Http.ApiController

What would be the right way to implement a Rest API where any user could upload any, lets say *.cvs file, from all over the world (which means -> ASCII, UTF-8, UTF-16) and i than would like to return an XML representation of this uploaded file in UTF-8.
What i got so far is:
[RoutePrefix("xml-service")]
public class MyController : ApiController
{
[Route("xml")]
[HttpPost]
public HttpResponseMessage GetXml([FromBody] string request_text_file_data_as_string)
{
MyConverter reader = new MyConverter();
reader.ReadTxtFile(request_text_file_data_as_string);
XmlDocument xmlData = reader.GetXml();
var response = Request.CreateResponse(HttpStatusCode.Ok);
response.Content = new StringContent(xmlData.OuterXml, Encoding.UTF8, "application/xml");
return response;
}
}
But i do not think this will work, or? (I think the string "request_text_file_data_as_string" encoding depends on the servers culture settings, or?)
Do i have to use byte request_text_file_data_as_string, and if, how do i convert it the right way?
So, my main question is what is the best practice for a rest API in C#s ApiController, where users could upload any encoded file (ASCII, UTF-8, UTF-16) from all over the world, to avoid encoding errors?

If you are accepting any kind of text, you have to make the user submit a file with one specific encoding of your choosing or let them tell you which their file uses.
