As the Redmine manual suggest
assigned_to=ASSIGNEE assignee (username or group name)
So, error you are getting is probably because
assigned_to="mail@mail.lk" is trying to assign to user based on his email, which is not username.
Alternatively, you can use some plugins, like Redmine Default Assign, however I'm not sure if it will work with newer versions of Redmine.
Thanks for the response. I've changed the assignee to user name and group name both. But still getting the same error. Any idea?

How about removing default_group="external"

I've tried with below code but same result, /usr/local/rvm/wrappers/ruby-2.1.7/rake -f /var/www/html/redmine/Rakefile redmine:email:receive_imap RAILS_ENV="production" host=mail.mail.com port=xxx ssl=1 username=mail@mail.com password=pwd unknown_user=create no_permission_check=1 assigned_to='user1' no_account_notice=1 project="general" tracker="Support" allow_override=project,tracker,priority,assigned_to
